[ HOW IT WORKS ]
The protocol exists because a degraded skill silently corrupts every downstream build. Catching the drift early is cheaper than discovering it during a release.
Health scores blend operator rejections, failed CI gates, and post-merge regressions. Each input is weighted and explicit.
Quarantined skills do not get destroyed — they get parked. Most return to rotation after a retrain pass on the failing examples.
